本剧讲述了郊外有一家陷入经营危机的市立医院的街道，在这家医院作为院长代理出现的，是重视经营的理性主义医生纸子良（藤木直人 饰）。另一方面，同一条街的辖区署里，有一位从不揣度组织的资深刑警弓削文平（寺岛进 饰）。医生和刑警本不应该配合，但是在这个和平的城市里，频繁发生将两人联系在一起的凶恶犯罪。这些事件与地区医疗的破产与重生紧密相连…
A hospital in a suburban town faces a financial crisis. Doctor Ryo Kamiko (Naohito Fujiki) is the acting director of the municipal hospital. He is a rationalist who takes management very seriously. Meanwhile, Bunpei Yuge (Susumu Terajima) is a veteran detective and he works in the same town as the hospital. Doctor Ryo Kamiko and Detective Bunpei Yuge would not appear to have much in common, but vicious crimes take place in the town. These crimes are closely related to the collapse and revival of the regional medical hospital. Doctor Ryo Kamiko and Detective Bunpei Yuge face the crimes cause by people who have fallen through the cracks of society, see the crimes from their own respective positions, and solve them together.
