某朝代（估计是明朝）某镇（看不出来是什么地方）闹灾荒，当地乡绅金善人（龙飞）和其堂弟金九（蔡弘）勾结强盗（江岛）劫持乡民捐献的救灾粮款，并嫁祸于村民林占虎（谭道良），林占虎逃狱后暗中调查此事，这时县里派来的萧捕头（张复建）也发现了事情不像金九说的那么简单，最后林、萧二人联手与金家兄弟决战……
